He lowered the even low standards of German humor significantly. He was imported not because he was to improve that, but to serve the very low standards people were expecting.
After all, we did have Loriot and Heinz Erhardt back then.
It's obvious that it would have been better to import British humor instead, but well, we couldn't send the Spanish inquisition to force people to come to Germany to educate on this.
