It's GBA, the theme is LCD-game so you could only use two colors. Anyway, I don't see how this could win the pdroms compo.
This could never be an LCD-game because of the occluding sprites (for instance look at the beer-bottles and the character on the bottom of the screen).
The graphics are nice though and the gameplay is okay.
